What the International Watershape Institute Is

The International Watershape Institute (IWI) is the professional credentialing body for the pool and aquatic construction industry. IWI certification is the highest credential available to a pool builder — earned through a four-level sequential pathway, a formal mentoring process, and ongoing professional development. It is not a membership, a dues-based credential, or a course completion certificate. It is earned.

The Watershape University Curriculum

IWI certification is built on the Watershape University (WU) design-build curriculum — an accredited program that covers hydraulic engineering, structural design, aquatic science, design theory, and business operations at a level that has led multiple states and jurisdictions to formally recognize WU credentials for contractor licensing purposes.

New Jersey — where Scott Payne Custom Pools actively builds — along with Connecticut, Alabama, Ohio, and multiple New York counties have approved WU certifications to apply toward contractor licensing requirements. Applications are pending in approximately 20 additional states and municipalities.

A builder who has completed the full WU design-build track through to IWI certification has completed an education that New Jersey itself recognizes as meeting professional licensing standards — and then gone beyond it to the highest level the industry offers.

The Four-Level Certification Pathway

Level 1 — Certified Watershape Foreman (CWF): Validates sufficient knowledge to supervise construction of basic pools, spas, and water features. Prerequisite to all advanced credentials.

Level 2 — Certified Watershape Builder (CWB): Confirms sufficient knowledge to operate a watershape construction company, render proposed designs, estimate projects, and build pools, spas, and water features. Includes advanced fluid engineering, design modeling, and business administration.

Level 3 — Certified Watershape Designer (CWD): Indicates sufficient knowledge to professionally design pools, spas, and water features. Covers design at a comprehensive level — how aquatic environments relate to the architecture and landscape surrounding them.

Level 4 — IWI Certification: The culmination of the full pathway. Requires completion of the WU design-build curriculum, verified competency across all credential levels, a mentoring process with existing IWI-certified professionals, and ongoing professional development. Total commitment: 500+ hours.

Scott Payne Custom Pools and IWI Certification

Scott holds all four levels of the Watershape University design-build certification track — CWF, CWB, CWD, and IWI certification itself — the complete progression from foundational to elite. Scott has completed the curriculum NJ recognizes for contractor licensing purposes — and then completed the three additional credential levels above it to reach IWI certification.

Scott Payne Custom Pools was founded in 2014. Scott brings 25+ years of personal industry experience to every project.

Frequently Asked Questions

Is IWI a membership or a certification?
It is a certification — not a membership or a dues-based credential. IWI certification is earned through four sequential credentials, a mentoring process, and ongoing continuing education. You cannot buy it, join it, or inherit it.
Why do states recognize Watershape University's curriculum for licensing purposes?
Because WU's accredited curriculum represents the most rigorous, comprehensive professional education available in the pool and aquatic construction industry. New Jersey, Connecticut, Alabama, Ohio, and multiple New York counties have formally approved WU certifications to apply toward contractor licensing requirements.
How do I verify a builder's IWI certification?
The IWI maintains a publicly searchable roster at iwi.org. Digital badges linked to WU's verification database at verify.watershape.org allow real-time credential confirmation.
How does IWI compare to other pool industry credentials?
The Certified Pool/Spa Operator (CPO) covers pool chemistry — primarily relevant to service professionals. IWI certification is specifically oriented toward the design, engineering, and construction of complex aquatic environments. For homeowners evaluating a builder, IWI is the most rigorous and most directly relevant advanced credential available.
Why don't more pool builders hold IWI certification?
Because earning it requires completing four sequential credentials across 500+ hours of accredited education, hands-on workshops, and a formal mentoring process. The barrier is sustained commitment to rigorous professional development — not cost.
