Most homeowners go into a pool consultation excited about the design and nervous about the price — which means the builder controls the conversation. Flip that. Come in with these ten questions, and listen carefully to the answers. A builder who has done this work correctly for years will answer without hesitation. A builder who's running a high-volume sales operation will hedge, deflect, or pivot back to the pretty renderings. Here's what to ask, and what the right answer sounds like.
1. Are you licensed, insured, and can I verify it on the spot?
This should be the fastest question on the list. A contractor should be able to produce a current state contractor license number that you can independently verify, general liability insurance with at least $1 million in coverage, and an active workers' compensation policy covering every crew member on-site. In Pennsylvania, you can verify contractor licensing through the PA Attorney General's office and the PA Home Improvement Contractor registry. If a builder hesitates, offers a business name instead of a number, or says "I'll get that to you later," that's your exit cue.
2. Who is actually on my job site every day?

Ask for recent local references — homeowners in your township or county — and actually make those calls. Ask them: Did the builder show up personally? Were there surprises in the final price? 5. Walk me through how you handle PA permits and township approvals.

A single-number bid is a trap. The "low" bid you're comparing against us almost certainly has thin allowances for tile, coping, decking, and finish work that will balloon once you make selections. A transparent estimate prevents misunderstandings about unexpected costs later on — if an estimate seems vague or too good to be true, it's a sign to ask for more detail before moving forward. 7. What is your payment schedule, and when is the final payment due?
The payment schedule and amounts should be clearly laid out for you, with the balance of the payment due upon completion of the project — a builder who requires full payment up front or who doesn't clearly spell out the financial obligations may not be the best person to entrust with your money. In Pennsylvania, the Home Improvement Consumer Protection Act limits the deposit amount on contracts over $1,000.
